Edit: Ok, well that didn't work. I can't seem to figure out how to reach it, either. I hate it when they put something where it can't be reached. But, maybe there's still a way. I'll have to work on it more, some other time. :/
Yeah, that's what I thought too, cuz I know there are some screens that are breakable, which is why I suggested "shooting the TV's so they break", in my original reply to the op. But like I said, I tried armor piercing bullets and frag grenades yet these screens don't break. Have you actually been able to break them or are you just assuming they'll break?

Shot at the TV screens and they cracked, but didn't fall apart. Left the room via the ceiling vent (also no help), and the screens were back to normal when I returned.
It just won't let me get it...
Edit: Oh yeah, it seems as if there is a invisible barrier blocking some movements from working.
This may be something a programmer forgot to code as a pickup, even though it shows as an item of interest. :/

Edit: the screens were breakable in a prior patch after you've talked to Janus. God only knows why they decided to make them indestructible.
There are 2 items in Golem city as i can remember now. One(stem processor) is between a path connecting the first and second area, inside a pipe. You can only see it through smart vision because its inside the pipe. One(credit chip) is below a table in ARC territory just in the area connecting the first and second areas. It can be seen partially.
My problemn now is, since I tried stacking the crates that way but the bottle was always just out of reach, it looks like I'll have to go back and try harder. I've seen some hard items to reach but this one's a bilch.
