I was playing no pill and no biocell, definitely not pacifist, no matter who I choose to save at the end - happened for all of them - you can see in the screenshot when in discussion that effect happens
what I was indicating is that - yes, the suppressing chip was removed, but maybe there was another that was left and limited his actions towards Delara and secret organization behind her
because he obviously blown her cover during that discussion
in other endings where player took either pill or biocell, this does not happen - the second chip might get damaged and that effect is missing in those endings
I suffered a lot of loading screens to be able to tell you this, and I'm just as disappointed as you will be: It's a UI glitch.
I tested with every possible combination of endings I could think of: Save fixer, save meijia, save both, or kill them both, all 4 with altered biocell or no biocell. The screen glitching graphic played in the short cutscene of delara asking jensen what happened, the one that plays right after the one of you getting on the plane and before you enter the in-game graphics conversation with delara.
The trick is that the screen glitching from the choke does not happen randomly, it's on a looped timer. After around 15 seconds of standing around the choke effect plays, then around 20 seconds after that the choke happens again, then again a couple seconds after, then the loop repeats. The timer does not tick down while in a menu, nor when in third person view during a conversation, because time is frozen.
If you got on the plane too soon after the choke effect has last happened, it will not happen during the cutscene. This is why I had to test it so much, because no matter what I did in game it happened seemingly at random. At first I thought it happened if you still had the XP bar visible in the cutscene - you can force this by using the Typhoon on the two turrets and killing guererro, then quickly getting on the plane. The XP bar will be visible while getting on the plane and during the cutscene before the in-game conversation menu with delara. However, I found it still occurs even without that. It is entirely due to the timer on the choke effect ticking down during that cutscene.
Under the hood, the reason it plays during this cutscene is because technically you are in first person view with the HUD hidden and having the FMV play over your view, this also happens a few times during other points in the game as well but with the HUD/your gun still visible. Because of this, the chokes looping timer is still going. In all my tests, the choke never happened at a specfic point within the cutscene, because I wasn't playing with a stopwatch in hand before I got on the plane.
During the cutscene of jensen and possible friends getting on the plane, you are still in a menu - so time is frozen and the choke timer isn't counting. After the cutscene you enter the third person conversation menu, so time is again frozen. So no chokes possible.
After this all gameplay has been unloaded and you are technically on the main menu watching the final cutscene and credits. The start of the final cutscene is also when you get the achievement for beating criminal past, whereas the cutscene before is when you get the nonlethal and winners dont use drugs achievements, as that's the last point the game can check your statistics history for having done those - but to get the one for beating it, you need only have gotten to the final cutscene when the level has technically unloaded.
I actually would have really liked if there were a small touch like that in there for someone to notice, but, it's simply a fragment of the game engine.
Non-glitch related:
I will say at least, is that by delara's dialogue, she STRONGLY suggests that jensen killed guerrero, to jensen. She is pleased if jensen says he killed guerrero and notes no inconsistencies with records, and is instead surprised if jensen says otherwise and she will point out she isn't aware of that being the case. She definitely wants jensen to have doubts and think that he in fact killed him, and spur him on if he did so. Her character is an illuminati plant trying to influence jensen to work for them, so the end conversation does show how she's trying to manipulate him.
Unfortunately the final cutscene is the same no matter what you do. So even if you do tell delara the truth, or lie, jensen will still suspect her by reflecting on guerrero's words on interpol.
