It's things like that which got us the system, and it works pretty well. People who absolutely must spam short bursts have to work extra hard to find batteries, those who use their powers when needed don't really have to worry, and those who are really good at the game find that they can aquire more than enough resources to sit on two stacks of batteries, and play augs only runs.

I did put some points in the Battery and almost loaded from before I did when I realized that none of them affect the minimum battery. I played most of the game at that minimum battery, because I knew I'd end up at it anyway despite what I'd put points into.
I saved my Biocells when I really needed to go for longer, but that was very rare. I ended up with a huge stock of Biocells at the end of the game and just spammed them for the run from the Board Room to the Exhibit Hall without having to deal with any of the enemies.
I got Pacifist and never set off any un-scripted alarms (although didn't get the achievement). In other words, all this system did was free up a bunch of Praxis Points and Biocells for me.
