1440p on a gtx 970?
I'm thinking about buying a 1440p 60hz ISP monitor. Will a gtx 970 work?

With low settings, yes.

I play with 980 med/high mix, and while most of the time it tries to be consistent 60 fps, it sometimes flactuates from 43 to 55 in no time. Sometimes it's the closed window causing it, other time just random place, like the guy behind counter/reception at Bank. When talking to him, for whatever reason fps drops to 40.
With 970, you better stay with 1080p if you want it to last longer with newer games.
You won't regret it.

GTX 970 might not be enough for this resolution (I'd recommend GTX 1070), but if you tune certain options down you could get steady 60 fps.

This game is very demanding. And it looks fantastic as well.

I'm going to build a new rig this year. Just waiting to see what gets released from amd and Nvidia. Tom's hardware says to wait until later this year since I want my next rig to max out a Vive.

The 970 is, always was, and always will be, terrible. If you need something old and cheap, get the AMD 4 gig VRAM cards of the same class. Performance difference is almost nothing, and you don't run into the Nvidia cost cutting 3.5 gig VRAM wall.

I'm playing on 1440p with a 970, I get around 50fps on medium. Normally I require at least 70 fps in a first person game to not feel uncomfortable, but Idk if it's the frame timing or something else, but it doesn't feel laggy at all for me.

This and Dishonoured 2 run badly at 1440 because they are almost targeted at 30fps 1080. Optimisation is absolute trash. Watch Dogs 2 is guilty of the same thing but I refunded that within 90 minutes after failing to get it to run decently without just disabling all the graphics options.

I run at 3440x1440 with SLI Titan X on a 100hz monitor and a lot of games run at 100fps with high-ultra settings. These recent games unfortunately don't run anywhere near that even with watercooled and overclocked hardware.
