Report a translation problem
I'm not sure about the quest structure in the last act yet since I haven't reached it myself but it might be worth replaying it from an early save and not destroying the Empire's capital to see if that helps.
Some other solutions exist. Firstly, simply obtaining a save file from someone who didn't encounter the bug and loading from there.
Failing that there are 1/2 other solutions posted on the kalypso forums but I'd be hesitant to try them. One of them involves downloading an older version of the executable that the problem didn't exist in and simply loading the save on that.

The 2nd solution was to replace the file "elves_7.scene" with a fixed version but the repaired file is no longer hosted anywhere so this is largely unhelpful. (see below)

I'll provide links but if you decide to use them just be careful. I'd suggest reloading the save and not destroying the capital first and if that doesn't work there's also the option of obtaining a save file from someone who didn't encounter the bug.

I managed to track down the supposedly repaired "elves_7.scene" file from the czech fan translation patch where they claimed to have fixed the problem. I've uploaded the file to Mega, and you can download it here[mega.co.nz]

I can't test the file myself but if it works let us know. If it doesn't work then I can simply delete the file. Make sure you back up the original elves_7.scene file before you test this file. I would suggest attempting this solution before trying the exe rollback solution just simply because it's easier.
This file worked for me.
At least I'm assuming it is the correct ending. It's a little bizarre.
