You can play ok with the house cues. They have a slightly less miscue point, they can't hit the cue ball as hard. If you play a lot of 9-Ball/10-Ball, probably worth getting a break cue. The house cue also deflects more, but we have a back hand English application by default (you can change that) which tends to nullify the deflection. If you play a lot you probably will want to upgrade your cues at some point in time. But the game is very playable with the house cue.
If you really want to get everything, it would be a play cue, break cue, jump cue, and snooker/pub cue. You can add a lower deflection shaft if you want. All play cues have lower deflection than the house cue. The Tiger cues come with a Ultra X shaft which is a little lower than a normal play cue.
But I wouldn't just buy everything right away. I would play some and decide what you think you want/need.
You get 1000 with your yearly subscription so you would only pay the difference. 600 V$ (Around $6)

AFAIK Steam merely ports to the game lobby and links to your account.
So if you were to go to http://vponline.celeris.com/ and make an account then launch the game through steam it will ask you to login. You`d use the details you signed up with. Not your Steam ID.
