My strategy is to build 1 or 2 forward bases 10-12 hexes away from your main base (Huey range). Then extend on out another 10-12 hexes and build your firebase. This will give you huey coverage of most of the map. Get a tank in your firebase as it can resupply there. Get arty in the bases you can afford to.
Oh, and the other great thing about forward bases is that you can use green berets to train ARVN units there. You can train 2 of them for each fob, and you will need the free manpower as the game goes on.
If you get too aggressive you can end up with an exposed firebase, and this usually happens when you try to place it on the far western end of the map early. It then becomes a prime target for NVA units to hit over and over again, which can be good if you have sufficient units to defend it or very bad if you don't.
