To remove the res pack, you just need to delete the "scripts" and "images" folders from your Patrician III directory and replace the pack's Patrician3.exe and MSVCRTD.dll with the originals. If you didn't make any backups of these then just delete them and make Steam verify the integrity of the game files - it will redownload the missing ones.
There's no need to uninstall Patrician, let alone Steam itself. Especially since Steam's uninstallation method leaves newly added files in place, so when you tell it to uninstall Patrician III, it doesn't remove the "scripts" and "images" folders, you need to delete those manually.
Also, when you install or reinstall Patrician, it tends to have issues starting up for the first time but that has nothing to do with resolution pack. Just make sure you try running it through the desktop shortcut created by Steam. In my experience, after a fresh install, trying to launch the exe directly gives an Application Load error. But if you run the Steam shortcut first, then it should work.
If it still doesn't, then try running the P3Setup.exe (in the Patrician III folder) and make it test all the default resolutions. If they're already marked OK, then select the Reset option and make it run the tests again.
That's all the troubleshooting tips I can think of off the top of my head. If that doesn't fix your game then let me know what error you're getting.

I don't know if it can help but the real problem is scripts/screenGame.ini. Without it it shifts to the left with the old resolution, but it still works
So for all the stuff like Church etc the image is not in the middle of the screen but a little bit right bottom.
Moreover I tried to change screengame.ini at the start where it says 800 x 600 with 1920x1080. It kinda worked. It showed "empty" spaces in the screen where we should have stuff like the top bar, the minimap, the commands and options in game, so all the stuff on the right. So it was unplayable but it kinda opened the spaces we need to "fill".
