It's an old bug that never got solved because the Dev's couldn't find the exact reason for it at the time.
Only solution is to save the game prior to talking to the quest giver in the Tavern Side Room and load it when the bug shows up.
For some odd reason the bug's gone the moment you reload the game.

Interesting. When I tried that back it Patrician 3's young days it didn't seem to work for me. I'd reload, take the mission and the game would instantly crash out on me again when opening up the letter.
I did notice, however that when I played the game using the windows 8.1 the bug was almost none existent (the one game that actually corrected with that 8.1, go figure). It might also depend on hardware combinations so it might not be the case for everyone.
Right now I'm using a windows 10 and been experimenting with it since I posted and might have a solution. I've noticed, over the years (and in hindsight) that the bug is less active if you upload a save game that has never been overwritten (ever tried doing a patrol before you've even manually saved it or reloaded it?). The more time you overwrite the desired save game the worse the bug gets.
I've effectively reduced the bug showing up in my gave from 9/10 times to... maybe 2 or 3 out of 10 times on the pessimistic side. I also think OS choice and attached hardware/software also affect this, but there's no way for me to prove this without spending a lot of money *shrug*.
Also, NEVER reload the auto save unless you absolutely have to (like, this is better than losing 30+ minutes of game play). It seems to have an accumulative effect. Repeatedly creating fresh saves continues to work but I've also noticed that the bug becomes more present the more times you've overwritten the save file. Game stage also seems to affect the prevalence of the bug. I'm not in late game stage yet so I dunno how long term my solution is yet.
So I'm wondering if the bug is a result of something going wrong with the overwriting process.
We got even some people doing various mods and bug-fixes for the english version of the game, so be sure to come by and check the discord out :) we also have a bot that checks all steam forum posts across all patrician / port royale games, in case you are interested in that.
its the patch in the guide section.. that fixes resolution problem.. it also fixes that bug when you click on the letter after taking on a mission.
