I've even managed to get the opening cinematic, and then have the game crash!
I got the same error 800x600x16 and I tried everything that I found online for hours without success. Looks like a lot of people could run it by using the compatibility mode, the windows register file modify or by running Patrician3.exe or P3setup.exe as administrator but I had no luck with those.
I think that the problem is that modern windows 10 laptops can't run the 800x600 resolution by default. So I tricked the game by doing the following:
1) Right click on desktop, Intel Graphic Settings
2) On Screen (or Monitor, i am translating from Italian) go on Custom Settings
3) Insert 800 than 600 as width and height, then 60 as frequency, add it
4) Go in General Settings and set this new 800x600 resolution
5) Now launch the P3setup.exe and you should be able to pass the 800x600 test
Now you are able to launch the game. Set back your default resolution, make the higher resolution tests with P3setup.exe and now you can play the game with the high resolution. That was the only way that worked for me, hope its helps.
EDIT: i found out that the "higher" resolutions in the default game like 1280x1024 don't work correctly with this method, i suggest you to install the High Resolution Mod by Raydell. That works fine for me, you can find the mod in the guide section
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Ascaron\Patrizier 2
and modify all (6)resolutions to OK
Then it worked perfectly.

Worked for me also. No fiddling with refresh frequency necessary.
