I'd recommend the "hunt a pirate" instead, that's an easier mission.
2nd: Every time I do that, I get the cinematic of the failure and the message that another dude took the mission.
3rd: I made into the list by founding trade routes.
The "Make a North city great again" mission seems complex.
although they boost your rep, its not permanent.
supplying hanseatic towns is still the way to go; even if you are not doing alderman missions one shall still get promoted if you satisfy teh hanse
I set up small auto-trade convoys for each city, that haul stuff from central warehouses every couple days (for example, my Malmo warehouse supplies Aalborg, Lubeck, Rostock, Stettin, Gdansk and Torun). That way all the towns are supplied bit by bit, and my reputation (and profit) grows. Each convoy is lead by an upgraded snaikka, plus 1-2 cargo ships (or more if needed). As you can see, with that setup this region alone requires about 15-18 ships as a bare minimum.
Are you sure you actually obliterate them? You need to destroy enemy ships, and the towers. I suspect you missed the towers, so the game auto-completed the mission with some other trader.
"Founding a city" requires building all the required town buildings, including the wall, and attracting 1000 citizens, within a certain time limit. You need to haul a lot of bricks, timber and iron goods, so unless you have a brick industry already built, you can't really succeed.

just a note from reading comments
unloading sailors, firing captains usually empties all the taverns so avoid it if you need workers donate to the church in amounts that bring Beggars from the surrounding countryside do it for several days in a row. unless the steam version is different I still Have the CD version. I will say I never looked to see if they left town or just left the taverns
if you exploit the ai you can make cities build industries you can do this by sending in a sucker to take more than you should the game will compensate weather it has the supplies to do it or not i.e bricks, timber, iron goods. to build the buildings
sheep farms in Thorn for example I sell wool for 1250 and buy it for the same with a good trade captain. they will build more Farms to supply their town, anything that's self supportive will work for beer you need to keep enough timber and grain for the production going. I had Thorn with like 5 sheep farms in under a year. have to use captains to exploit and just set up like five or ten buys in the town then dump somewhere close(stetten), and back. if you don't want to see the message on losses put a blank buy and sell in the first position. those notes aren't important as long as you're selling for more than your paying you are OK gathering routes lose money. you don't need to fix them to be profitable.
doing this will help other towns grow with your main town. if luebeck has 7000 people and the rest have under 2k you are going to eventually run out of supplies
