Report a translation problem
Try running the P3Setup.exe (in your Patrician III folder) for the resolution tests.
Some people also reported success with that error by setting the Patrician3.exe's compatibility to Windows 7 (if you're running Win 8 or later) and checking "Disable display scaling on high DPI settings" and "Run as Administrator".
Another potential solution that helped some players was to add the Patrician3.exe to the exceptions list for Windows' Data Execution Prevention.
That's done by going into the Control Panel --> System --> Advanced System Settings --> Advanced tab --> Performance (click Settings) --> Data Execution Prevention tab: enable the exceptions list and add the Patrician3.exe.
There's also some resolution registry fix from GoG.com, although that's for a different error, it's worth a shot if none of the above work:

Lastly, you can try downloading the resolution mods from my guide and see if you can run the game with one of those. Although crashing before the main menu suggests a problem with the menu's resolution, which is left unchanged by the mods so that may still not work but that's all I can think of for now.
