It should work in Windows 10 by default, no compatibility or setup needed. I can't help but think that these issues are caused by drivers or something like Steam overlay.
I changed the compatibility to Win 7 from XP.
I had been launching via the desktop icon the setup process added. I'm not sure whether that launches via Steam or direct to the app. I attempted launching directly from the app in the steam directory on my local drive.
Still no joy.

1) change the compatibility settings to WinXP (either version), reduced color (16-bit) and Run as Administrator;
2) open the folder where the game is located (in your Steam library (steamapps/common) or elsewhere in the case of the GOG version) and find the P3Setup.exe file (a utility that tests your graphic settings);
3) one by one, test ALL of the settings (this seems to be absolutely essential, as I’d previous just done the highest and didn’t bother with the rest, but then got the 800x600 error message blocking the launch); and, finally
4) launch the program as normal.
Voila! (Hopefully.) Your mileage may vary, but this worked in my case without having to monkey around with the registry settings, verifying the game cache or other recommendations people made trying fix the problem. Hope it helps anyone struggling with this rather stupid and vexing bug.
D’oh! I just tested it after unclicking that reduced color mode option and it launched with no problem and looks just fine, so that part of the step in the compatibility settings should be dispensed with. I think I was taking the precaution based on what the original error message had called for. Funny, as I wondered about that shortly after posting my comment and then saw your question, so thanks for raising it.
Well, if like me, you're into history, the Middle Ages and economic sims, you'll probably get a lot out of the game. The graphics are a bit dated, but still quite charming. It's arguably not as good as the second game and much better than the one that came after it.
what bored me ?
seeking cheap stuffs repeatedly and fastly changing prices and demands and broken ships. ugh too much complex and small graphics. need remake but not 3d. Kind of zelda legend of time remake graphix...i tried youtube videos to learn but bored again, than i found Galactology and it is similar gameplay except you are not getting a reputation but officers.. ( tycoon system is similar) but it is still not finished waiting it.if you know kind of games ,say hi me...
Chanege the value path "InstalledTo" on registry by folder of your game on your PC.
