To make it clearer, it's like this:
If you buy "LISA: The Painful":
https://store.steampowered.com/app/335670/LISA_The_Painful/
Then you get the base game, which will be playable both in its new Definitive Edition form, and also in its original (legacy) version (you get the choice of which version to play on launch). The DLC, Lisa the Joyful, isn't automatically included.
If you buy Lisa the Joyful:
https://store.steampowered.com/app/379310/LISA_the_Joyful/
Then you're buying the DLC. Like with Painful, you'll get both the Definitive Edition and the original (legacy) version at the same time with a single purchase.
Also, if you already own either Painful or Joyful (even if you purchased them years ago), you don't need to purchase them again to get the Definitive Edition versions, since they were given for free to existing owners. You can just let the games update on Steam, then you'll have the option to play whichever version you want on launch.
If you want to buy both the base game and the DLC at the same time, the only way (at least on Steam, I'm unsure if it's different on consoles) is still with this "Complete Edition" bundle pack:

Ah, so it's just a meaningless marketing term as bug fixes and tweaks are already part of basic game development.
Got it.
