Whenever I open the game this error shows up. How do I play the game?

Might mean that it requires RPG Maker VXAce to run. Its a software that the Lisa games and the fangames were made on (even though some on different versions of RPG Maker). That would be kind of absurd though, if you need to buy the software in order to run the game. Just a thought

RTP (short for Run Time Package) is a package of files that many RPG Maker games require in order to run (partly since it consists of a lot of basic assets). Many RPG Maker games (especially nowadays) will include these files anyway, that way people don't have to download them beforehand, but when they're not included (as seems to be the case here), it's easy enough to solve, since the RTP files are free to download and install. Since it looks like Lisa the Unbreakable requires the VX Ace RTP, you'll just need to click the "RPG Maker VX Ace" button at the bottom of the page, then download and install that version.
