The Room in Area 3 with the Motorcycle Gang

I've been wondering what's up with that room in Area 3 where you see a gang of motorcyclists wearing helmets and the sun in the background. When you inspect the guy blocking your way it says "He's just standing there...". Is there anything more to that room than just this?
