No bug there. Bo isn't able to cure withdrawal, so whoever said otherwise must've been mistaken. You can see all the ailments Siren's Call cures here (you'll also see withdrawal isn't listed):

I can't say 100%, but I don't remember it ever doing so. My guess is people just assumed since the description for Siren's Call says "cures your party of all aliments."; even though that doesn't include Withdrawal, it'd be easy to assume it does.

Aside from it naturally wearing off over time or using Joy, there are some ways you can temporarily get rid of withdrawal, though. The two other ways I remember is by resting (such as at an Inn or campfire) or by having a party member with withdrawal die, and then reviving them.
well that sucks. thanks tho
On Bo Wyatt's page it does say "His Siren's Call skill can also clear joy withdrawal for the entire party that allows the use of three joy addicts in your party which could make up for his lack of offensive capabilities." I wonder if it was changed in later updates?

That's interesting. I used Bo on my first runthrough of the game, which was within a week of the game's release (and before it got a lot of the balance/bugfix patches). I don't remember Siren's Call healing withdrawal then, but that was a long time ago, so it's possible I could be remembering incorrectly.

Maybe it meant other party member's Joy Withdrawal? (Like for Tiger man and Buckets)

To my knowledge, only joy and sleeping at the rest spots can cure joy withdrawal, nobody else can do that and no item in the game can cure it either (Besides joy itself), I could be wrong, but I do think that the game is that way as a mechanic to make it a lot more difficult, it makes item management a lot more important since if you consume joy mindlessly you can end up having none in your inventory.
..Have you tried using the legacy version?

After playing the game without ever using joy, I noticed that it cures itself as well during fights, so if whenever you need to cure it, go to a place with weak enemies and fight each one of them, eventually the debuff will go away.

That's the unique tip I can give you since no ally in the game can cure it and I know that sleeping at rest spots is risky.
