The common theory is that Wally was a normal mascot-wearing fast food employee, but during/after the apocalypse he began to mutate and that led to his costume becoming fused with his skin (hence why it's all red and bloody after parts of his mask are ripped off). Since he's mutated, he's basically insane, with one part of his mind stuck on being a Wally mascot and the other part desperately wanting to die.
