There was only one game where I helped the Arbiter. But I also helped set up the coalition across the galaxy. In that file, one can encounter coalition ships. They are like independents but if you conscript them, they are traitless but can get traits. So in a way, they are the best to conscript.
No one ever chases you to the end of time. By the time you are doing this mission, you already should have a decent ship. The strongest human ships are actually merchants in SBCs because they fill their ship to the brim with officers and commanders.
