The implementation would be tricky, though, because you would have to re-spec the talents since the officer potentially loses their 2nd and 3rd job classes.
In effect, if you think about it, the ability to demote / promote officers back and forth would also give you the ability to re-choose job classes (maybe not the primary one, but the secondary/tertiary ones)
Demoted officers simply desert.
Mothballing an officer is a death sentence, as they'd need to stay on a grav world, suddenly start aging and be dead in no time. No, they'd haunt the spice hall and take up with another captain immediately, i.e. desert.
