This is more useful for the rarer goods. Clothing is sold on pretty much every Industrial planet.

That is true -- if you are using the Star Atlas search it will only return zones that you have visited as you don't know the stats (specifically, Trade Law) of other zones.
If you're looking at the mission description screen, it will list zone types, which would let you just search instead in the Star Atlas for "Industrial" and you'll quickly find all the places that likely produce Clothing.
In the case of Clothing, Trade Law 10, all zones that *could* make Clothing *do* make Clothing.
If I don't have a permit, can I sell the cargo by some less than legal means?
Permits allow purchase and sale of permitted goods, same 1-4.
A serious merchant needs permits in multiple factions, therefore needs contacts in multiple factions. Talents and contact introductions will help.
Selling across faction lines (sell x made by cadar to thulun) grants +25% bonus. Even more reason to get in trading with more factions.
Indie worlds require no permits but sell for 25-50% less. Black market, available thru contacts, goes around permits and had best profits
