Captain not levelling up
I just started by first playthrough and after a bit of playing noticed that my crew and officers are level 7 or 8, but my Captain hasn't progressed past level 4. His XP bar says 404/400. He should stay about even with the officers, correct?

Generally yes. But it sounds like you need to go to the Spice Hall and pay him or her in order to level. All characters require this, including captains.

In terms of XP gain, it depends on Talents and the types of activities you and your crew are involved in. For example, going into dangerous crew combat is a high XP yield situation and can cause some characters to get ahead.

To be clear, there is no hard rule in the game that dictates that the Captain will have the highest level.

Exiting the game and then restarting it seemed to clear it up. He is now earning XP again, but is four levels behind the officers and most of the crew. I had not engaged in either crew or ship combat, just trading, contact and narrative missions.

Experience is distributed semi-randomly. If something happens to give your crew 240xp, 10 crew will be selected at random and they will each get 24 xp. If someone's talent or skill made the difference, I think they're guaranteed to get some of the xp. Usually if I'm running a crew-combat focussed captain who, in the early game, isn't getting too much action, they'll run some levels behind the other officers who are constantly rolling skills and making saves during travel.

Unless you weren't using any of your captains skill/talents and if he wasn't in combat. I guess it could happen but not sure about that many level.

If I fire 2 Officers (e.g at level 16 recruiting 2 new atlevel 6-7) will the xp distribution favor them because of their low level? Working with pros should give them an edge :)

I don't know if the distribution would favor them, but kinda doubt it. It should seem like they are leveling up faster, but that is because lower levels require less xp.

If they are combat officers engage in a lot of boarding actions to help them level up.

Also check out your permits rsnks edicts you might be able to recruit higher than 8+ level

They are given no preference in the distribution.
