I think I almost never have any commanders on board. It's really almost impossible to find from contacts even after 60 years of in game time.
Plus they don't help in any card games. Or seizing of ships but I use pirates for that way more profit.
For a class that has no crew combat skill having 4 talents is strange. I mean 4 talents for crew combat is really high. Especially when they can't fire a weapon if they are single classed crewmen.
Very strange job class. I don't really feel them
But talents make up for a far greater difference (they're straight additive bonuses), especially if you want other skill sets on your crew (I can't live without my merchants, diplomats, pirates, scavengers...!).
So I still stand by thread title :)

On the original topic, do you mean barrel roll is the best ship talent period? It depends if you want offence or defense, for one thing. It's hard to beat commander level 11 Coordinated Fire, +35% Dmg, +25% Critical if you aren't going to get hit anyway.
