Besides watching for contacts who you can recruit from, keep an eye on your rumor list (which is always a good idea in general.) During an Academy Graduation rumor, you can recruit doctors directly from the spice hall.
You can also make your own doctor/medic officer to replace the one you start with. Every time your recruitment talents come off cooldown, recruit pistoleers or (if you've got a contact for them) spies until you find one with good stats (ability scores, initiative, and ideally a strong bonus in Doctor and/or Evasion skills). Then promote them, and build a Doctor/Combat Medic/Pistoleer (or Spy) officer.
Also, keep in mind once you promote someone to Officer, you can train them into Doctor very easily.
I had them appear left, right and center during my recent military officer playthrough from patrolling (I had three on my contact list early game), so you just also had some bad rolls it seems. The game can be frustrating like that sometimes, having a chill late game now and wanted to do some Xeno-killing missions, but all my contacts for that died off.
If not I rely on the other card games plus etechs and navigator talents which are both level 8 talents. So for non officer thats more like level 11 overall as crew levels up slower. So those games I might not gain lots of contacts until captain is around level 11-15 which is midgame just starting my 2nd ship etc.
I've never had a problem finding doctor contacts. But if you are not actively trying to use the game to get you contacts then it will be lot harder to find.
