Our stance on localization has been that we would not approach it during EA due to the extreme pace of development and thousands of words being added each week. Once the dust has settled here, we'll start considering these types of projects. Bear in mind, we are a small team so we cannot commit to a translation project nor promise any ETA.
We will be sure to let you and the community know what our plans are once we have something that is worth sharing.

Yeah, just look at the pile of S the german tanslation of Pillar of Eternity I + II is ... They even contracted the same loser team of translators all over again ... there is a fan project correcting the translation. %)
So: no need to invest money. Your fans might be willing to invest some spare time, BUT you have to give them the opportunity to do so. As you don't use any string table like an JSON or XML format file this will likely be not so easy ...
I prefer such lightweight solutions as this gives anyone the opportunity to translate a game and to correct or expand translations. If you add strings in updates (added content), then the missing translations should fall back to plain english. This is the most logical behaviour in my opinion. (so no enforced version control on translation files ... it's always a hassle and there might be some gamers which would prefer a game translated to, lets say, 85% with the rest defaulting to english than being barred from playing at all because of a language barrier or whatever).
I don't know why you also encrypted the sqlite tables you are using, that would have opened modding opportunities and you could have made sure by a checksum or such to disable achievements if a modded table is used, if this part is so important to you. On the other hand: it's a singleplayer game, no harm is done if anyone is cheating.
im ok with english too but native language is always better.
did some work with lord of the rings online in the past but with the amouth of words this game has i wont work for free as it would take me some weeks at last.
just make sure you dont hire the same guys that worked on pillars of eternity ok?
1. About localization, it's better to start thinking in advance, because there are a number of subtleties that can become a problem, such as grammatical gender, grammatical cases, declensions, non-Latin symbols, specific rules of word formation, conjugations and many other things that are not available in English. English is probably one of the simplest languages and it not contains many grammatical constructions that exist in others (for example, in Russian, German, French and etc.). So you can face the situation when after the release of the game, you will have to re-write some part of the code so that the game can be correctly localized.
2. You do not have to translate the game yourself, just provide the API and the source text for the translators and the community will do everything alone. In my opinion, all text strings should be in json or xml. In respect that this is a single-player game with a lot of text, then the API for localization is exactly what needs to be done BEFORE the release of the game.
You can see Steam's statistics in https://store.steampowered.com/hwsurvey/Steam-Hardware-Software-Survey-Welcome-to-Steam and see that English as the main OS language is about 1/3 of all users, and I think for half of them it is not native (I also have the English OS version, but this is not my native language):

and the following after English 2nd (Chinese) and 3rd (Russian) languages very different from English. And for example the tenth language in this list (Polish) is a very archaic and complex language.
Russian, Spanish, German, Portuguese and French - these languages are the minimum European-American set on which any game with a lot of text should be translated. Very important are the Chinese, Korean and Japanese languages and correct localization in these languages is likely to be a very big problem - very offten.
Therefore, you need to think about localization now and familiarize the community with the tools for localization in advance
