The official tracks in this game are amazingly well developed. For example, the comparison of Kyosho Atsugi RC Track is like this.

Of course, Mod Support might be nice, but not a must. So, the "Track Editor" is unlikely, I think.

Modders don't need a track editor - usually, they've got their own tools for that (max/maya/blender, etc). They just need to not be expressly locked out from running their own modded content in the game engine. Modding capabilities need not impact the core target audience of VRC Pro... if you're happy with professionally made DLC recreating real tracks like Kyosho Atsugi, brilliant. That's top quality content for everbody. But some people, such as myself, have little interest in practicing for real-world RC races and whatnot... in addition to official content, I see a cool virtual RC Car software engine with good physics, and want to get under the hood and use it in non-traditional ways, such as recreating local tracks or something crazier, like Mario Kart tracks, e.g. And even more than that, I want to let enthusiastic people like Raz do the hard work, and enjoy seeing what they've come up with. Really, it's a win for everybody, the software developers included... modding is what makes PC gaming great.
Ideally, it's right. But in reality, as we know, several PC Sims are now full of illegal conversions. And I don't think it's great at all. To protect the interests and the rights of the developers is also an important aspect of the PC gaming nowadays.
Anyway, it's what the dev will decide. And this is not the right place to talk about it. If you are interested in the modding that much, it's best to contact the dev and ask about it.

for real life events.
Real life official tracks are fantastic and it probably best that the main game focus on that aspect, but consider: a track set inside of a shopping mall with massive jumps down the escalators, a city park track where you race up and down the slides on the playground, or a massive rally stage on a hiking trail. Mods would be a great place to explore racing in environments that would be dangerous/illegal to do in real life!
