Track creation ?
Will we be able to create our own tracks ?
if not..any chance on that being in a future update/add on ?

Thumbs WAY up to this. Modded tracks/cars and/or Steam Workshop support would be amazing. Get a mod community going on this game, and the sky is the limit. I understand why this wasn't a feature in earlier f2p versions of the game... you didn't want people to have less reason to purchase additional content. Now, with this better pricing structure, you can have both the official expansion content and mods - people will still buy DLC for the pro quality and to compete in events which use it. But the ability to also have custom community content is a huge draw for people like me. For another good example, my favourite sim these days is Assetto Corsa - I will buy every DLC they ever produce, because the licensed cars and laser scanned tracks are *amazing* and make me want to throw money at the developers. But they're completely open to mods, too, and give me infinite reasons to come back and play if I fancy something a bit different to the official content. Seriously - I really hope you embrace mods in VRC Pro.

This game features the real existing tracks. And it is the essential feature as a real RC Sim (and "personally", one of the reasons I bought this game.)
The official tracks in this game are amazingly well developed. For example, the comparison of Kyosho Atsugi RC Track is like this.

Of course, Mod Support might be nice, but not a must. So, the "Track Editor" is unlikely, I think.

Reason for asking is that I'm a Track designer, and I would love to be able
to port some designs from 3DS Max into Virtual Racing Industries, VRC Pro

As you can imagine track designing, creating and testing is an expensive and time consuming
process.

I would love an answer from Virtual Racing Industries even if its a NO.
at least that would be an answer.

Sorry, Raz. Have you visited the VRC Pro website? If you are truly a Professional 3D Artist making a living, I think you have enough of a grasp on their business model and already know the answer.
It is the best for you to contact with a dev staff and get an answer directly.

Modders don't need a track editor - usually, they've got their own tools for that (max/maya/blender, etc). They just need to not be expressly locked out from running their own modded content in the game engine. Modding capabilities need not impact the core target audience of VRC Pro... if you're happy with professionally made DLC recreating real tracks like Kyosho Atsugi, brilliant. That's top quality content for everbody. But some people, such as myself, have little interest in practicing for real-world RC races and whatnot... in addition to official content, I see a cool virtual RC Car software engine with good physics, and want to get under the hood and use it in non-traditional ways, such as recreating local tracks or something crazier, like Mario Kart tracks, e.g. And even more than that, I want to let enthusiastic people like Raz do the hard work, and enjoy seeing what they've come up with. Really, it's a win for everybody, the software developers included... modding is what makes PC gaming great.

I've been in the modding community over a decade since ISI's Sports Car GT era and know about it.
Ideally, it's right. But in reality, as we know, several PC Sims are now full of illegal conversions. And I don't think it's great at all. To protect the interests and the rights of the developers is also an important aspect of the PC gaming nowadays.
Anyway, it's what the dev will decide. And this is not the right place to talk about it. If you are interested in the modding that much, it's best to contact the dev and ask about it.

lol, No I would not call myself a Professional 3D Artist,
I would call myself a professional dirt pusher that uses 3ds max to disign tracks
for real life events.

Real life official tracks are fantastic and it probably best that the main game focus on that aspect, but consider: a track set inside of a shopping mall with massive jumps down the escalators, a city park track where you race up and down the slides on the playground, or a massive rally stage on a hiking trail. Mods would be a great place to explore racing in environments that would be dangerous/illegal to do in real life!
