Report a translation problem
The idea is you should make a copy of the playlist.bat and put your own settings in.
You can refer to the manual.txt in the install directory for a list of all the options and example playlist entries.
One of the important bits to find in there is setting the LD_LIBRARY_PATH so the server will be able to connect to Steam properly.
You can also take a look at a script we use to install the Steam command-line program and download the server:

The dedicated server doesn't require owning the game, so if you want to install it with the Steam desktop app instead of command-line you can make a dummy Steam account and the server will still be able to be installed.
