Ubisoft removed it to put it on their game client. You just have to download uplay to buy it now

I'm assuming you're joking, but just incase: Once you purchase a game on Steam, it'll always be available in your Library (even when/if it is no longer available in the Store).

Not being listed on your Profile and not being in your library aren't the same thing.
The game will still be listed within the 'Library' section of your Steam client, allowing you to download and play it at any time.

I think people who owned Order of War: Challenge might have something to say about that

Though that's literally the only game I'm aware of that has ever been actively removed from players' libraries. There was a huge backlash over the decision to pull the game from libraries, despite it being unplayable after servers were shut down.

I was in contact with Ubisoft support staff and they informed it's currently unavalible for technical constraints, and that they're trying to remaster it. No further information avalible.
