Suggested.new buildings & mechanic.
-we need a way to handly the ever growing population
-sure a planet will turn neutral.. if too much population too long but it is a less than ideal solution as that removes all trade income as well.

to addres this I propose a new orbital building
"immigration office"
level 1 :
will allow you to evacuate 1 population for $100. (same as of it was bombed but now by chooice)
level 2 :
will do the above + will evacuete any population over housing limit automaticly & for free
level 3 :
blocks all population growth.

a less complex solution would be an orange (repeatable) orbital hab.
give it a nice mix of housing, production and spice.) but with very high production cost and reasonably high upkeep.
*orbital living quarters..
-with space on our planets becoming scarse some of our population remembers the days we living aboard ships.. but space is settled so no other planet to migrate too.. so they came up with the idea of floating city's of sort.. space after all is vast.. these self sufficient buildings are not easy or cheap to build though so only the largest empires can afford them.
something like :
level 1 : 1 population, 1CP. $10000 & 1000cp upkeep of 20
level 2 : 3 population, 2CP $25000 & 2500cp upkeep of 55
level 3 : 5 population, 2CP, 5 spice $40000 & 4000cp upkeep of 85

Having an Immigration Office style building would create some cool new ways of population management that are lacking in the game today. Great suggestion!

Let me know if you ever add something like that. The population growth mechanic has kind of killed my interest in the game, since any faction without a CP bonus can't keep up with demand. Maybe add the ability to introduce birth control, as well. A planetary policy option like Stellaris has would be a nice way to do it.

i realise this is an older post but, i would point you to my guide on the game. there are some basic tips that help with the population growth mechanic, as well as balenecing the economy.
