I guess so D: I can't see it being that much of a gamebreaker tho; ToS only has about a minute of discussion? and most townies seem hesitant to lynch counterclaimers ... I guess it might seem kinda unfair if there's investigators and no jesters

Pretty much. People who hate whisper games are the ones that can't bluff their way out of a tight spot.
I was in a game as Sheriff and I found one of the mafia. I called him out and he claimed he was Sheriff and posted his 'fake' will.
I posted mine but, because he pasted his will first I got hung by the town and, once the mafia killed that night, the Town was outnumbered. Town of Salem is a game of deception and safety in numbers. If you, as mafia, can live just one more night longer you increase your chances of winning so you'll lie, deceive and cast doubt to make sure everyone trusts *you*.
When people die at night the town panics, makes mistakes and becomes desperate to hang someone. It's that moment that you have to keep your cool, act like a townie and control their panicked mob mentality to lynch anyone that's not mafia.
Haha yeah, quick players can easily get town to lynch the wrong counterclaimer c: I don't think there's anything wrong with taking advantage of an in-game mechanic, and whispering is nothing new in mafia games
are mostly townies and have no other reason to not to whisper. while roles other than townie try to figure other roles to claim. and anyone who is susp or didn't whisper is most likely to get lyched. see, that doesn't require skill or anything
I think the skill is to whisper and to get the other guy who whispered your claim to look guilty. Since the bad guys can kill at night, sowing enough confusion to buy even one more day can make the win c:
