His sole purpose is to be a counter to Sheriffs and Investigators, so if those roles are absent his role is utterly wasted. That doesn't mean that the Framer is a useless class (though he's close).
When playing other game modes than Classic, you can take advantage of the fact that the Framer is a non-killing visiting role, visit people and than lie being an Investigator/Sheriff and frame people the old fashioned way.
In All Any, I recommend being the "silent partner" of the Mafia, only using your ability when it actually does any good for the Mafia and only speaking when absolutely necessary, until you're promoted to Mafioso.
If I get Framer I will usually frame the same person several times in a row to increase the chance a TI hits them while lessening the chance of me hitting a veteran. You can occasionally help an Executioner along and maybe gain an ally by framing their target, or keep your team alive by framing Survivor claims.
