Yes, it is, picking "townie" is one of the customization options.
It doesn't matter, "hide my customization options" should hide everything to make sure someone can't recognize you by playing with you before and the most logical way would be to randomize your townie skin from those you own.
Wait, what? The current option is "hide all my customization options, but leave one visibile". Making it random would be actual "hide all my customization options".
anything other than the default townie skin is a customization. by hiding customizations, you are set to default everything.
otherwise, by your logic, your house should be randomized, too.
in plainer english:
"hide my customization options" == "make every selection default"
Hell yes, it should. You are looking too much in pure definition of the option intead of the context. Just think, why is the option there? Obviously to make sure that you are not recognized by someone with who you played before or your premade friend. When the house/character is not randomized the whole hiding customizations fails on it's purpose.
for serious, man, the option is doing what it says on the tin. you should make a feature request for randomized cosmetics.
