That's a good solution but sometimes it won't work
That being said, VFR cannot be made illegal, because it's effectively only an amplified version of a necessary portion of the game. I mean what's the alternative, hypothetically both TI's die n1, is it just waiting for the evils to eventually win because you cannot demand a role without an invest result?
in most games, some extent or variation of VFR has to be used. I can agree that when nobody's died, it's day 2, no one has an invest result and someone demands people get put up, that is VFR, and then there's the other end, where it's clear that town is only 1 member up on evils, TI's are clearly dead. It's lynch or lose for town and nobody's claimed.
i think we can both agree that 1 is the obnoxious VFR, 2. is justified necesity. but there's a heck of a lot of grey area inbetween of which no 2 people will completely agree on defining a solid line.
so to the reality, the actual problem isn't VFR being used, but how fricking immidiately effective it is. the problem is the role list has waay to little claimspace, and half the roles can prove themselves. quick look over the role list here.

TP (not bad, though only 1, smart town will lynch you if you are CCed, or maybe kill the real one, then execute you at night)
TS (all suicide to claim, unless you happen to be a consort in a spyless game, med is death if second med or ret, everything else has hugely detectable results)
TK (vig will probably CC you with a bullet to the face or vet will be very apparent after he shoots a townie and the will proves him)
RT (yay the one other claimspace, maybe we can convince them there's a 3rd TI)

the real problem is too many provable townies, and too few slots for evils to try and squeeze into.

Townie who's VFRing to make town win, will claim his role on the spot the second it is implied towards him, jester will act angry when you push towards him and not claim.
