If you're a townie, there's no reason for you to stall. Just claim a role, post a will if asked so possible LO's can confirm if need be.
Really, jailors have 27 seconds to both get a role claim from you AND write it down in their last will before the 3 second mark comes up and lag kicks in. And if they die that night, none of the town will ever know your role. So why would you wanna even try to be a wise@ss to a jailor? What's the point?
Edit: Had a typo
One would assume the jailed also knows this, so townies have an incentive to be quick, give the jailor the role and information, which also permits them to do other game winning tricks. In my case I have many roles I establish my own tests on. unless there's a WW, I'll tell any lookout to watch the person I'm jailing the next day (as well as give a backup name in case he dies), and whisper "hi" to all visitiors. Instant proves the lookout, and becomes a double whammy when say the prisoner is attacked in jail (insta lookout confirmed AND attacker identified). Someone not wanting to give the jailor the time to analyze, or scheme like that, would appear not to be trying to help town win.
There's also this strat when jailor preses exe button and let's u talk. U ♥♥♥♥♥♥♥ fell for it.
It ain't about toughness, or displaying power, it's about making good decisions, and putting a bit of pressure on the jailed. Scaring people, is also a valid tactic... putting someone off balance usually has little impact on their ability to copy and paste a will or tell facts, but it can screw with the ability to make things up on the fly, which means, it is more likely to catch an evil than to hurt a townie.
However, if they will not give me the role in the whole nighttime and I am alive till the next night, they are definitely dead.
Doesnt matter what they say in the nightchat. They had a whole night with me to claim their roles (obviously you can do such things only in the first 4 nights, as the later it gets the less people are there for Mafia to kill).
If a Jailor jails me, instantly hits "execute" and doesnt even heard my role before, he will absolutely lose his executes as I will throw that game when I'm a townie.
That being said, I also have this written down in a sticky note so I could just copy and paste when I was jailor (back when I was playing). "Hello, please provide your will and role."
Townies should want to co-operate with the Jailor because he's on their team. If someone isn't co-operating, or clearly stalling to run out the Jailor's time then, chances are, they're not on his team.
The only time I haven't immediately told the jailor my role is if I'm Doc or Bodyguard and he jails me after he's been revealed. Usually then the first thing I say is: "CRAP! NOOO! or ♥♥♥♥♥♥♥♥♥♥!" XD
