That achievement will not unlock. smh I've beaten the game twice now on hard difficulty starting a completely new game the second time. Steam stinks.

I had problem with this achievement as well. But I would sooner blame the developers than Steam.

Same here, completed hard campaign twice. Level 21 achievement is also bugged. I'm trying for a third time with a clean install (no previous saves / cloud).

I got it eventually, what helped me was deleting my profile and savegame files from Steam directory and then replaying the game again.

I just got the achievement, while it did not work for me earlier. Here are the steps I took in order to get it. Not all of these steps may be necessary, but at least I got it to work now.

I uninstalled the game.

Then I deleted everything I could find that was related to the game on my hard drive.

I deleted the following directory:

.../Program Files (x86)/Ubisoft/Ubisoft Game Launcher/savegames

There were several directories named with different numbers here, but I do not know which one is The Cartel, so I just cut and pasted the whole .../savegames directory to somewhere else, where I left it until I had finished the game.

I also deleted the directory named 33420 that is found under:

.../Steam/userdata/.../33420

I then reinstalled the game.

I turned off Steam cloud synchronisation. To do this, right-click the game in your Library, choose Properties and then go to Updates. There you can uncheck the option.

Finally, I put the Uplay launcher in offline mode. This option can be found on the top at the right side when the wheel icon is clicked upon.

Then I started the game, put the game on "Hard" difficulty (found under options) and replayed the entire campaign from the start. Once I had succesfully completed it, I got the achievement.

Had this problem myself. Did my first run through on hard, and... Nada. Not sure if I'll try again. Not sure how much more I can listen to "you don't have to do this by yourself" :P

I'd be prepared to criticize the devs for a bug in the game though. I saw several during my gameplay.

Does the ending you choose affect it? Does one have more gameplay than the other maybe, hence being included in this full campaign achievement?

Add me to the list of those that have been effected by this bug. I beat it on hard with McCall and again with Evans and it didn't unlock. The associated character achivements unlocked though.

Is this achievement still bugged? I tried the offline mode, delete files thing and didn't get it last year.

Is anyone out there finished this after the "big" Uplay update (2015.09.15) and got it?

Just want to add info about the bugged achievement. I played on Hard and 2 achievements didn't unlock, the "Clean Shot" and "Do you feel lucky, punk?".

My solution is much simpler than Arveragus' method above, here goes:

1. Disable Steam Cloud Sync
2. Delete autosave file in Steam userdata folder. You don't have to delete your profile, so missions and weapons you unlocked still there.

...\Steam\userdata\...\33420\remote\out\save

3. Set Uplay to offline mode.
4. Start the game. If the achievements still not unlock...
5. Set Uplay back to online mode.
6. Start the game again and voila, the 2 bugged achievements will be unlocked. No need to start over.

I finished 4x on hard(the last time on new comp), now I will do like DEV said, but I will install game on another disc, so if you have game inside steam on C, I created another steam file on D and install game on D, also unchecked Steam Cloud Sync.

Uplay cant go on offline mode because always come to online when start game.
