Thanks. He finally did about an hour later. It was just such a prolonged period and unusual. There must be something else that triggers him.

I did not have to wait long for the cloth to get made, but this may have been affected by the fact that I was very delayed in getting the needed items to make it. Once I turned them in, I only had to leave the screen and do one other things before returning and the cloth was ready.

My original run-through I just stayed there & he finished it for me after a while. It took him a while to decide I wasn't going anywhere though.
This play-through I've got myself stuck because I left, so now I have to try out all the solutions suggested here... :sigh:

Tried everything else listed here, including waiting but opening/closing the map 6 times in a row did it for me. This didn't work for the Scalag Elixir though.
