Hektor= top-secret facility hidden in a bunker run by corrupt US politicians.
Player/Protagonist= the primary test subject. Hallucinations= side-effects of both brainwashing and advanced schizophrenia.
Monsters= normal people that the brainwashing made look like monsters in your eyes.
Death by monster= you being forced to leave the area.
Person that gets shot at the end= a US politician that finds out about Hektor and threatens to publicize the evidence he has procured.
"Stop the water, starts the fire"= a repeated phrase that simplifies their actual goal: turn off the sprinkler systems, start a fire to get rid of the evidence.
So basically, the doctor had been brainwashing the subjects to prepare them to kill the politician. When you finally did, and you started the fire, you wake up from the brainwashing and realize what you have done. Before you can escape, however, the fire consumes both you and the girl, removing all evidence that Hektor ever existed.
