You'll have to get em as a drop.
Check between Junk Street and Side Streets. Go in one of those areas, run around, maybe find one, if not proceed to the other area.
She does spawn there. And it'll have to be a synth so you can fight her.

You can still start fights with normal people, you just have to keep trying.

The easiest place is to try around Side Street since there's no police and a mostly constant spawn.

There are a lot of maids walking around in the side street map. Just beat up the ones wearing the blue outfits. Moreso if they're synthisters.

Use the camera app to determine if they're a Synth or not. Talk to them and call them out on it to guarantee a fight.
