Blocking is not immediate, and usually once you are being hit you won't be able to block the remaining attacks of the combo chain.
Hitting more than 1 person at a time depends on weapon. Weapons with longer reach and movesets that are wide swings can hit more than 1 person. This applies to counters and power attacks as well.
Generally, at higher difficulties you are best using hit and run tactics against multiple people while either grinding up your level early or using a weapon with 300+ durability (and aiming to max it asap). When you have a maxed out weapon and clothes you can play more risky, damage multiple people with a single attack and whittle through the crowd more quickly without needing to fix yourself immediately.
This is why it's usually a good idea to start on easy or casual difficulty for a first playthrough. Not only will you have been able to upgrade equipment high enough to make up for your mistakes, but you'll also have access to weapons with better movesets and have a better feel for the combat system.

*I don't think I was complaining about the game being hard, I just wanted to know If I was playing wrong and jsut trying to rush through fights.

Reccomend any type of weapon that is good at the start?
For upgrading you're best off just picking fights in areas without police (like side street, junk street, or Akiba exit) gathering a bunch of stuff, selling it, then buying higher durability things from the store to use in fusion. Lolitas and maids on side street are good to start with since they're fairly weak and share the same strip skills, making it easier to max and get clothing to sell. You can also usually provoke a group of 3-4 at a time to get 7+ strip combo going which makes it a good place to get money and some early levels.
For group fights: make sure you are not surrounded, keep your finger near the block/counter key even when attacking (because of that delay you mentioned), if you feel the camera is giving you a bad angle then tell your partner to follow you (right direction on controller) then reposition yourself.
Before fights go into a store and buy an item to boost your stat while in that area. Read the item description as the price is not relative to the benefit, sometimes worse items will be more expensive than the good ones. The items that say "maybe" are not worth it. Since you are spending money, make sure it is worth it but collecting plenty of clothes from defeated Synthisers to sell.
Be sure to visit 5Days in the Electric Town Plaza area as he can sell you some clothes you lost and has good weapons (usually 5000 yen) that are worth fusing. Repeatable side missions also provide some easy money while collecting clothes.
Group fights will irritate you in the arena also, especially the higher ranks which will defeat your partner rather quickly.
