There are a variety of reasons, but most notibly that there have been a number of prevous media overreactions to Japanese eroge that found its way to the US and EU without heavy censoring. The most recent big backlash being tied to Illusion's Rapelay... Which forced Japanese companies to change their content laws and made several production houses shut their doors because of how this game was latched onto by the Western Media. As much of the content produced in Japan becomes misrepresented, a large number of companies have collectively agreed to never export their games in exchange for looser domestic content laws. The result means that the only games which do get exported are ones with very tame content, or which have had a vast majority of that content voluntarily censored out by the developer so as to not cause further misunderstandings in the West.
Beyond that, Steam itself, as a Valve platform, has their own policies regarding overt adult content which forbids these sorts of games being listed. The reason for these policies comes from the fact that: They do not, at the current state of things, have a way of positively assuring that any account is over the legal age (nobody answers truthfully to those age checks, and anyone can steal their parents creditcard). And that they do not have the proper licenses and approval in all territories to sell content rated Adults Only, or similar and that obtaining those licenses would be too expensive compared to the small amount of income they might get from it. Meanwhile doing so would open up them to criticism and a good deal of bad press... Stuff which affects those who own stock in Valve.
You may gladly show off the strange sexually explicit games you play to others, you may even live in an area where explicit content is accepted. But when it comes to the majority of the US or even the EU, they still believe games are for children, an that anything explicit involving games needs to be heavily controlled and prevented by the government... Which means outrage, tighter laws, and benefits nobody.
Ecchi is "slightly naughty" meaning suggestive poses and such but there's no nudity as strategic places are always covered. You might see some skin but not nipples or anything like that.
It is still safe and nothing to increase age limit about.
Hentai is pretty much porn with drawn or computer generated characters (3D CGI). These still may have "mosaic" censoring in some cases.
In the west, you can see more nudity in evening news..
Actually, only in west where simple video porn has much bigger popularity.
Some hentai games are of high quality with actual story and characters in them. The range is very large of what is available.
Anyway, back to topic: this is not hentai game, just slightly suggestive ecchi (as explained above).
