Strip many, many schoolgirls until you become skilled enough to strip them delicately, you beastly brute you! No seriously, that's how you progress your stripping skills for different clothing types XD Somewhere in your stats menu you can see how close you are to 100% for the various clothing types (the clothes will always rip until you reach 100% in a category).

Or find a shop selling skill books (they're expensive though if I remember right) for that type of clothing for some instant progress, I'm sure there's probably one for that type somewhere. There are also consumables for boosting how much progress you earn for stripping clothes as long as you stay in that area.

if you're going the stripping way, just strip enough to level up your skill; or just buy skill books for them
in this case, you can buy both normal and rare variants at TSUKUMO in Side Streets, with the latter will appear later in the game

Come to think of it, I might be wrong about there being consumables for boosting strip skill progress; that might actually only be for regular EXP.

One more thing I'll add though is that once you get the Synthister-finding phone app, you'll also be able to scan NPCs. If you don't see a hand icon next to a piece of clothing in the scan, that means you don't have the skill to strip it without ripping (but attempting to will give skill progress).

Also, a tip for the app once you get it: Talk to a Synthister that you spot with it to force them to fight. I somewhat recently wrote about that in this recent thread, specifically my third paragraph: https://steamcommunity.com/app/333980/discussions/0/1640918469754556506/

Feel free to read the rest for some other potentially handy tips/facts too. I added an edit to it just now as well since I realized I could add some clarity to something.

Uh, looks like you just deleted your comment about stripping not raising your skill progress, but I'll post this response to what you said just now anyway XD

Make sure you're actually stripping them, and not destroying their clothes with the attacks themselves. "Rare" outfit types take a while to train too, can't remember if schoolgirl outfits are marked as such though. Either way, just keep stripping them, it will go up slowly at the very least.

I deleted because i was wrong about it i actually got the schoolgirl uniform its 1 of the most challenging item to obtain but i saw that stripping them does work. The thing is i been stripping them the most.

I figured that mighta been the case, since some stripping skills take a while to progress, particularly the "Rare" types (which I think schoolgirl outfits are a part of?). It's probably because it's likely expected that you train them over the course of the game rather than all at once. Though some outfit types (or at the very least their looks) become/are no longer available as you progress the main story. I think schoolgirl outfits just go through a color change though, if they're even affected at all to begin with (I think I remember that schoolgirl outfits at least have blue skirts/ties, and I believe a red variation too, but it's been a while)… There's an all-black variation with a red ribbon you can get from a late-game mission as well.

(After quickly looking up some videos, looks like I remembered right, though there are plaid versions of the blue/red schoolgirl skirts too (couldn't spot a non-plaid red one though))

If you're curious about how to get the black version, you get it from the final Little Sister mission (after seeing another video, arena too apparently). You have to pick the dialogue options that result in a fight so that you can strip the outfit, but I think this might lock out the Little Sister ending? You can also anger your sister during this mission and fight her to get her stuff too. You can actually farm the gear there as well by re-entering the area before winning the fight. There's even a lone guard NPC standing around nearby that you can purposely drag into the fight, which was likely put there to help you do strip finishers (I don't think I've seen any other mission do that).

All this talk kinda makes me want to play the game again XD I'm not sure I will, but if I do I might try to clarify a thing or two here, like uniform colors (I feel like I remember a black and white version as well for example, but could be wrong).

i got the black schoolgirl from the arena i thinks its ranked A but its on my second game play that i actually got it because i now have the ability to obtain schoolgirl uniform. ANYWAY this is great im not the only 1 who had this problem and having this guide will help others to get it. So thank you.

I belive the strip skills is (School normal Guide) and (Uniform rare guide) might be wrong could be rare or normal but its thoses 2 skills
