It's not the correct hotfix version, is it?

Ask the server admin about this, he should have a good answer or if the server is ''bugged'' he will know.
Is it worth mentioning that... when I tried to connect to the server after the hotfix was downloaded, my antivirus (Avast) found a problem in ME.exe. I disabled it next time to see if there was an issue but it didn't help.
One more thing... when I exit the game after unsuccessful mod download, it remain active until I kill the proces through task manager.
About AVAST = a lot of users had to add medievalengineers.exe and the Steam game folder to the antivirus exclusion list.

ANTI-VIRUS SOFTWARE
It has been reported by players that some anti-virus software (most common is AVAST) are blocking the game and prevent it from starting. This happens because the game’s code is encrypted which is why the anti-virus software are flagging it as a virus. This is false positive and the solution is to add the file to exceptions or mark it as a save file.

Maybe you should add ME to AVAST exclusion list and also the ME appdata folder where all Mods and Saves goes, here :
Type in your explorer: %appdata%\MedievalEngineers
Go to the MedievalEngineers folder
C: users / your username / appdata / roaming / medievalengineers
That ^^ is where the Mods folder is so maybe you should add this one to the exclusion list, too.

IF tomorrow it's the same problem => Maybe try by uninstalling the game, when done > go delete ALL remaining ME files in the Steam folder and in appdata folder and reinstall the game.
Keep your Saves and Blueprints folders in appdata if you don't want to lose any.
I've tried uninstalling the game and removing all ME files, with no success.
Follow #3 in the Devs Guide so a Dev can have a look it this.

You may also need to include your Steam downloads folder to ensure game updates proceed without interruptions.
After you have excluded the game from being scanned you should verify your game cache to ensure that all files are downloaded properly.
To verify your cache:
• In your steam library right click on the game and click properties.
• Go to the LOCAL FILES tab and click the VERIFY INTEGRITY OF GAME CACHE... button
