2. Make sure you've placed it with 'E' and not just dropped it there, when done right you should also get a bar with Clean and object value;
3. Pick up the brush;
4. Hold Left Mouse Button and drag it over the small cabinet, the bar saying "Clean" should now fill up.
You'll get a garbage truck that delivers a variety of trash items at 30 minute intervals (at the start, this can get upgraded), but nothing really respawns on the yard.
Once you'll get the incinerator gathering trashbags from the residential zone becomes more profitable and from there money's no longer much of an issue.
