Rapidly advancing a mutation after "genome entered an excited state" did not advanced a mutation.

Happened to me 5-10 minutes for the Regeneration mutation. However, its level stood at 3 instead of 6, even after saving and reloading.

The character was created a couple of weeks back, then never used till today.

At level 5 your maximum usable level of mutations is 3 (1+ your level/2). You should get that info about it currently being held back by the cap when you open the details on the mutation on the character screen. It will be level 6 once you reach level 10.
