So what this testing shows is that first off, no, it isn't excluding Chimera. Chimeras can technically still use mental mutations if they're wished or temporarily acquired from artifacts like lase and temporal fugue. It doesn't disallow them from using mental mutations either, just from acquiring them through mutation purchasing. All that aside, it looks like my entire CoQ game busted the teleprojector if it doesn't work with new files so I'm assuming 2 things: the devs messed it up by accident when squashing bugs or tinkering around in the last feature friday or I experienced a really difficult to diagnose (and replicate) bug which infected my game files so it persists. I wouldn't know if it's the former hypothesis until someone else tries it out with the newest version of the game
