Not able to learn small sphere of negative weight recipe

I don't seem to be able to learn to build small sphere of negative weight recipe by any means. Was the ability to do so removed, or is this a bug?

1. inspecting a small sphere with tinkering 3 and phychometry does not give option to learn recipe.
2. disassembling with tinkering 3 and reverse engineer a dozen of them does not give recipe
3. merchants never seem to cell data disk.

I seem to be able to learn it in the latest version with banana given psychometry... without even having tinkering 3. Kind of makes tinkering 3 worthless when every character can learn the best recipe for free.
