Is there ever a reason NOT to just kill the hindriarch instead of doing the quest so you can get the bracelet, which nets you more than any other outcome? Will the guy at the Six Day stilt get mad at me for razing his entire village down?

Once you finish you can get free rep with wardens and some other random factions, because they usually roll without any negative penalties. Warden Neelahind can teach you Shield skill, Keh teaches Berate and Eskhind teaches Multiweapon Fighting , depending of the outcome, so that's bunch of free points, also moral decision suitable for your character

Also note: this quest is really fast and easy to complete - you don't need to follow that road, just exit to world map then move two tiles in the direction pointed by Neelahind . You may sometimes need to move one more screen from center at the end
It's usually also possible to manipulate outcome to kick Keh out of the village, which gives you reward and also still let you snipe her when she runs outside, if you need that Force Bracelet without wasting water on trade

The rewards of the quest are a good reason. You can make that argument for a lot of the NPCs in the world (though a lot of them do not have such a cool item). You can frankly get force bracelets dropped or bought or crafted, but e.g. getting 2 neutron flux from some simple quest is pretty great and you can never have enough of that stuff.

As pointed out you can do the quest and then still kill her.
