The high-fidelity matter recompositor comes with built in cooldown reduction based on compute power (up to 50% CDR), which then stacks with Willpower CDR. You can get very very low cooldown like this, but not 0.
I think the minimum is 5.
50 * .5 (compute power) *.2 (Willpower 32+)
I think there are a few things that could explain the cooldown resetting once, but none of it is very likely and none of it would explain this behavior repeatedly. Eg, (very) long shot but I could imagine that the cooldown immediately resets if you stumble upon a Psychic Biome with Mass Mind in the Moon Stairs, and somehow reflect mass mind back at whatever enemy tried to cast it. But that's firmly in the land of wild theories, and the cooldown reset would only happen once and not consistently.
Might actually just be a bug. I'd say enjoy the ride.
