military security card for Mechas

Anyone have a way to get military security cards? Ive down about 30 village quests as well as rerolled a few about a dozen times but no such luck. Its a shame, the Mecha sounds fun but don't know how to access this content with my endgame tinker character.

Military cards are extremely rare, you could also clone a lot of high tier vendors (the vendor from freehold can sell them) and check them in between village hunting / quests.

They can technically generate in any high tier loot location at any extremely low rate so wandering around deep underground (B40+) or the underground moon stair could also work.
By my personal experience they are about as rare as the two handed zetachrome weapons which seem to have a much lower chance than the one handed ones.

I wonder if the cards can generate anywhere a law enforcement card can? I am not actually sure though I've never seen them generate anywhere under tier 7
