License points are explained on Becoming Nooks, but they present a cap on the cybernetics you can have installed at the same time. Each cybernetic implant has a shown license cost and you can only have a combined cost up to your current license. You have to increase that by spending cybernetic credits at the Becoming Nook and you get diminish returns after some thresholds. The credits can be found on things in main quest steps, historic sites or sometimes on certain creatures and rarely on traders.
